東ティモール民主共和国特命全権大使が来学されました　Visit of the Ambassador of the Democratic Republic Timor-Leste

　2025年11月27日、28日の両日、マリア・テレジニャ・ダ・シルヴァ・ヴィエガス東ティモール民主共和国特命全権大使、セリオ・モニズ・ダ・シルバ参事官、ジョアオ・メンドンサ労働担当官、平尾千景大使館職員が来学されました。
　一行はまず、27日に吉田キャンパスにて石井由理副学長（国際連携担当）を表敬訪問されました。懇談には、本学科の山本浩一学科長とアジズル・モクスド准教授が同席し、本学と東ティモールの高等教育機関とのこれまでの交流を振り返るとともに、学術交流の重要性について、意見交換が行われました。
　翌28日は、カーネーション革命を契機にポルトガルが撤退し、東ティモール民主共和国が1975年に独立を宣言して50周年の記念日であり、ヴィエガス大使ご臨席のもと、工学部社会建設工学科の会議室で記念式典が開催されました。式典には東ティモール民主共和国からの留学生とその家族、本学科の教員、学生等が出席しました。開会に際し、東ティモール民主共和国の国歌斉唱が行われ、続いてヴィエガス大使よりスピーチがあり、両国の友好関係と学術交流の重要性について言及がありました。その後、山本学科長から、社会建設工学科と東ティモール国立大学のこれまでの交流についての説明が行われました。続いて記念ケーキのカットセレモニーが行われ、参加者はケーキを囲みながらお祝いの気持ちを分かち合いました。最後に留学生とその家族による東ティモール民主共和国で親しまれている歌の披露で記念式典は締めくくられました。同日午後、ヴィエガス大使らは、4名の東ティモールからの留学生による研究発表を聴講されました。
　工学部社会建設工学科では、2011年以来、JICAの東ティモール国立大学工学部能力向上プロジェクト（CADEFEST：フェーズ1、フェーズ2）において、東ティモール国立大学の土木工学科の能力向上のため、教員の派遣や留学生の受入れ等積極的に取り組み、長年にわたり協力関係を築いてきました。現在も大学院に多くの留学生を受け入れており、また、今年度開始されたJICAの東ティモール国立大学工学系大学院能力向上プロジェクト（CADEGRADE）のため、本学科の元教員で、これまでCADEFESTに深く関わってきた関根雅彦山口大学名誉教授が、アドバイザーとして東ティモール民主共和国に滞在しています。
　今回のヴィエガス大使の来学を契機として、東ティモール民主共和国との教育・研究における連携が一層深まるよう、さらなる交流に努めてまいります。

On November 27 and 28, 2025, Her Excellency Maria Terezinha da Silva Viegas, Ambassador of Timor-Leste, Mr. Celio Moniz da Silva, Counselor, Mr. João Mendonça, Labour Attaché and Ms. Chikage Hirao, local staff of Embassy visited our university.

On the 27th, the delegation paid a courtesy visit to Vice President Yuri Ishii (International Affairs) at the Yoshida Campus in Yamaguchi City, accompanied by Professor Koichi Yamamoto, Head of the Department of Civil and Environmental Engineering, and Associate Professor Md. Azizul Moqsud.

The following day, November 28, marked the 50th anniversary of Timor-Leste’s proclamation of independence when Portugal had to abandon Timor-Leste in 1975 due to Carnation Revolution. A commemorative ceremony was held in the department’s conference room with Ambassador Viegas in attendance. The ceremony was joined by Timor-Leste international students and their families, faculty members, and students of the department. The ceremony began with the national anthem of Timor-Leste, followed by remarks from Ambassador Viegas on the importance of friendship and academic exchange between the two countries. After an explanation by Professor Yamamoto on the history of collaboration between the department and the National University of Timor-Lorosa’e, a commemorative cake-cutting ceremony was held, where participants shared their celebratory sentiments over cake. The ceremony concluded with a musical performance by international students and their families, featuring songs popular in Timor-Leste. Following a luncheon and networking session, Ambassador Viegas and the delegation attended research presentations by four Timor-Leste graduate students.

Since 2011, the Department of Civil and Environmental Engineering has maintained a long-standing partnership with the National University of Timor-Lorosa’e through JICA’s project “The Project for Capacity Development of the Faculty of Engineering, Science and Technology, the National University of Timor-Lorosa’e (CADEFEST: Phase 1 and Phase 2)”, dispatching faculty members and accepting international students to strengthen the civil engineering program. The department continues to host many graduate students from Timor-Leste. Furthermore, this year marks the launch of JICA’s new project “The Project for Capacity Development of Graduate Education of Engineering at the Faculty of Engineering, Science and Technology, the National University of Timor-Lorosa’e (CADEGRADE)”, and Professor Emeritus Masahiko Sekine, former faculty member of the department and long-time contributor to CADEFEST, is currently serving as an advisor in Timor-Leste.

This visit by the Ambassador is expected to further enhance academic and cultural exchange between Timor-Leste and our university.
